The Mysterious Man wants you to see if the Undead City has anything to do with with Governor's illness.
Starting[]
- Talk to the Mysterious Man after completing the Join The Thieves' Guild Quest for him.
Gaining Access to the city[]
- Now that you have the Governor's necklace, you can access the Undead City
Solving this Quest[]
To finish this quest you need to do 3 things.
- You must sell some rotten food and water to Rotto, the innkeeper.
- You must talk to Yuarr, the mayor about The Returning.
When you have done all these things (in any order) you can return to the Mysterious Man and complete the quest.
